Joint Service Commendation Medal - Narrative

     Captain    Edward   A.   Dames,   United   States      Army, 
distinguished himself by meritorious service  while assigned   to 
the Defense Intelligence Agency, Directorate  of Scientific   and 
Technical Intelligence from 07 June 1988 to 01 June  1990.    His  
total  dedication  to  the highest ideals of  service   and   his  
selfless  commitment were always evident in his performance   of 
the  duties  and responsibilities inherent in his   position   as 
Project  Officer for a special project within   the   Directorate 
of  Scientific  and   Technical  Intelligence.    Captain   Dames 
brought  to the Directorate a bank of  knowledge and   experience 
in  the  management and handling of intelligence   and   security 
affairs.   This  ability proved to be absolutely vital   to   the 
effective  integration   of   this   unit   into    the   Defense 
Intelligence Agency mission.  Captain Dames was  crucial in   the 
fusion of his unit's unique 'cutting-edge'  technology with   the 
ongoing  critical   National   Intelligence   efforts    of   the 
Directorate,   His efforts resulted in  an intelligence   product 
of  great  value   to   the  National   intelligence   Community. 
Captain  Dames'   operational   and   analytical    skills   were 
instrumental  to   the   successful   execution   of   47   major 
intelligence  projects which involved more  than 800   individual 
collection  missions.  These missions were   directed   primarily 
against  foreign  terrorist  targets, critical  events   in   the 
Middle  East  and  Southwest   Asia,  threat   foreign   military 
research  and development and, roost recently, global   anti-drug 
interdiction  targets.   Other  more  sensitive   missions   were 
conducted  against  targets   which   held  the   potential   for 
possible  scientific  or technological surprise to   the   United 
States  on a future battlefield.   Additionally, Captain   Dames, 
recognizing  a need for a more effective unit   data   processing 
system,  personally  designed and implemented a new   system   of 
collection  recording  and analysis.  This  system   provided   a 
substantive  degree of error reduction, and an   enhanced   final 
analytical  intelligence  product.  Captain   Dames'   personally 
engineered  techniques  enhanced productivity and   reduced   the 
inherent  conflict  associated   with   coordinating   a   highly 
sophisticated   and   esoteric   discipline.     Captain    Dames 
pioneered  new and creative training protocols, the   impact   of 
which  effected revolutionary improvements upon  the future   and 
potential  of  the  very   unique   mission  in  which   he   was 
involved.   His  skills as an administrator, a  leader   and   an 
intelligence  collector,   proved   to   be   invaluable.    Most 
significantly, Captain Dames was instrumental  in penetrating   a 
key  foreign threat decision making body.   The consequences   of 
this  singularly  profound effort contributed   immeasurably   to 
the  national security of his country. Finally, his   skills   as 
an  administrator,  a   leader   and   a   veteran   intelligence 
collector  served as the catalyst for this   collection   effort. 
Captain  Dames  epitomizes today what the  United   States   will 
require  of a military leader in the decades to follow.   He   is 
totally  dedicated to mission accomplishment and   to   providing 
quality  support and leadership to the members of   the   Defense 
intelligence  Agency.   A natural leader who   is   unequivocally 
ahead  of  his peers.  By his exemplary  performance   of   duty,
Captain  Dames  has reflected great credit  upon   himself,   the
United States Army, and the Defense Intelligence Agency.
