Information Management

INTERNET POLICY

This policy directive is the AFMC policy on using the Internet. It provides guidance to
content, presentation, access and security controls, and scope of responsibility for
information accessible over the Internet. This policy also recognizes that procedures
employed to distribute information over a public network should be appropriate for the
breadth of access desired and the sensitivity of the information involved. It covers the
following Internet protocols: Electronic Mail (E-mail), Simple Mail Transfer Protocol,
Hypertext Transfer Protocol (HTTP), Network News Transfer Protocol, File Transfer
Protocol, Gopher, and Telnet.

1.1.  Over the last few years the Internet has increased in popularity as a means of
disseminating information worldwide. The main reason behind the increase in popularity
has been the explosive emergence of the World Wide Web (WWW or Web). The Web
uses the Internet as its transport media and is a collection of protocols and standards
that allow the user to find information available on the Internet by using hypertext
documents. Use of the Internet by Air Force organizations raises many issues not
addressed by existing policies. This policy outlines procedures for properly reviewing,
posting, and maintaining unclassified information on the Internet. Using the Internet
or E-mail capabilities for nonofficial purposes is prohibited and may result in adverse
administrative or criminal action. For specific guidance regarding E-mail usage, refer
to Air Force Manual 37-126, Preparing Official Communications.

1.2.  Terms Explained:

1.2.1. Base home page -- An official home page for an installation containing only
public access information.

1.2.2. The Internet -- An informal collection of government, military, commercial, and
educational computer networks using the Transmission Control Protocol/Internet
Protocol to transmit and share information.

1.2.3. Limited Access -- Official information posted to the Internet that has been
approved for limited access. Limited Access information has added safeguards which
limit the access to a specific group or groups. According to AFI 35-205, Air Force
Security and Policy Review Program, the Office of Public Affairs (PA) will provide
security and policy review for Internet information at the office’s of primary respon-
sibility (OPR) request.

1.2.4. -- Office of Primary Responsibility (OPR). Creator and/or focal point for the
respective material. In either case, Public or Limited access, the OPR is both respon-
sible and accountable for protecting its information resource and ensuring the require-
ments for the release of its information are satisfied. Information released to the Internet
may only be done by, or at the written consent of, the OPR.

1.2.5.  Public Access -- Public access of Internet information applies to information
which has been approved for unlimited access. The various types of information
cleared for release will be cleared as they are in hard copy. Public access information
has no access or security controls to limit access to the information. PA will provide
security and policy review at the OPR’s request. This review determines degree of
releasability only; actual release of the material is the decision of the originator (OPR).

1.2.6.  The World Wide Web -- A set of standards and protocols (HTTP) that use the
Internet as its means of transmission.

1.3.  Policy:

1.3.1.  Classified information may be transmitted through the Internet if encrypted
utilizing National Security Agency approved encryption methods. Only releasable
public information may be directly accessed from the Internet without access and/or
security controls. All information maintained on a computer system connected to the
Internet and not protected by access controls, must be public access information.
The following types of unclassified information will not be placed or transmitted on
the Internet without approved and tested access and security controls:

1.3.1.1.  For Official Use Only information meeting the criteria for exemptions 2
through 9, AFI 37-131, Freedom of Information Act Program, paragraph 10.

1.3.1.2. Personal or Privacy Act information, AFI 37-132, Air Force Privacy Act
Program.

1.3.1.3.  Scientific, technical or research and development information covered by
AFI 61-204, Disseminating Scientific and Technical Information, with distribution
statements B through F.

1.3.1.4.  Unclassified information that requires special handling, i.e., encrypt for
transmission only, limited distribution, scientific and technical information, etc.

1.3.2.  Accessing the Internet (including E-mail) using a government-owned computer
or network is for conducting official government business only.

1.3.3.  All new requirements for Web or bulletin board servers must be coordinated
with the base C4 systems officer and approved by the installation commander
according to AFI 33-103, Requirements Development and Processing, and local
procedures.

1.3.4. The Air Force prohibits the use of software acquired directly from non-DoD
electronic bulletin boards, the public domain, or shareware sources. The Air Force
allows the use of public domain or shareware software only after it is certified by a
software testing facility, such as the Air Force Information Warfare Center, Kelly AFB,
TX, the Software Technology Support Center, Hill AFB, UT, or the Standard Systems
Group, Maxwell AFB-Gunter Annex, AL (AFI 33-114, Software Management).
